A properly remedial punishment is impossible. Microsoft has damaged the
mainstream desktop software market beyond repair. Open it to competition?
Who's going to compete? Nobody. It's like starting another major auto
company, it's just not going to happen because nobody will risk that huge
amount of money on something so certain to fail. Everyone knows Microsoft
will start cheating before the ink is dry.
Break up Microsoft by product line? Instead of having one company with four monopolies, you have four companies with a monopoly each. And if you think those companies won't cooperate with each other to drive out all others, you really should get back on that turnip truck and head back to the farm.
